20 - Reform Agenda Sequencing
The refoundation cannot do everything at once: claiming otherwise would be a promise without credibility. Mastering sequencing is a strategic instrument in its own right; concentrating efforts where the country is most vulnerable first, building durable foundations thereafter. The transition is conducted over 6 months to 1 year: fast enough to be irreversible, solid enough not to collapse. If the situation demands it, this duration is renewable once up to 18 months, by popular referendum.
Three horizons follow logically from one another. In absolute urgency, without delay: security, food, energy, currency, defence; the vital levers without which no other reform agenda item is possible. These are the foundations. Without them, the State cannot act.
Once these foundations are laid, the intermediate reform agenda items take over: protection of critical infrastructure, targeted industrial relocation, restoration of food and energy production capacities, securing of digital systems. These measures stabilize the State and allow the new institutions to exercise their authority without constraint.
Finally come the deep and lasting reforms: administration, justice, defence, education, culture, industry. These require planning, coordination and rigorous monitoring. They inscribe the action of the State in the long term and resist future crises.
All committees and commissions created for the implementation of reform agenda items are temporary: automatic dissolution once objectives are achieved. No bureaucracy created to last beyond its mission.
At the end of 6 to 12 months - 18 at most if the extension referendum has validated it - the State is fully sovereign, the new institutions are in place, the old structures are dissolved. This is the exit from the transition: the entry into a legible, hierarchical and durable political order, where sovereignty is fully incarnated and operational.
