12 - Defense, security and borders

The sovereignty of a State is measured first by its capacity to ensure its own defense, to protect its territory, and to decide freely on its military commitments. No political independence is durable without real strategic autonomy. In a world marked by the return of power politics, national defense can be neither outsourced nor diluted in alliances that limit freedom of decision.

Nuclear deterrence - absolute bedrock

French defense rests on a fundamental principle: nuclear deterrence. A clear and assumed doctrine of mutually assured destruction, whose objective is not use but the absolute prevention of any existential aggression against the nation. This capacity constitutes the ultimate bedrock of national independence: it cannot be placed under any foreign tutelage, direct or indirect, nor shared within a collective framework that would dilute its credibility. Its maintenance includes long-term planning of industrial and logistical needs, the training of technical teams, and complete mastery of maintenance chains and production of critical components. Deterrence guarantees that the survival of the State depends neither on fluctuating alliances nor on external calculations. Its chain of command is strictly national: both in its doctrine and in its execution.

The chain of command

Une défense efficace exige une chaîne de commandement lisible, unifiée et entièrement nationale. Les choix militaires engagent la vie des citoyens et l’existence même de l’État : ils ne peuvent relever de structures supranationales ni de compromis diplomatiques contraignants. Cette chaîne intègre la coordination interarmées et l’articulation avec les filières industrielles critiques pour garantir la continuité des opérations en toute circonstance. La clarté permet une prise de décision rapide, une exécution cohérente et une identification sans ambiguïté des responsabilités : en particulier en situation de crise majeure où chaque heure compte.

Territorial protection

Territorial protection is not limited to land borders. France possesses the largest exclusive maritime domain in the world, spread across all oceans. This geographical reality imposes a major strategic responsibility. The navy maintains a permanent presence across all French maritime spaces, ensures the capacity for rapid projection across the entire maritime territory, contributes to the global deterrence posture, and coordinates the protection of maritime routes, critical supplies, and strategic infrastructures. The operational aspects concerning the overseas territories - management of instrumentalized migratory flows, foreign interference, force projection - are developed in the dedicated workstream.

Articulation between internal and external defense

La distinction entre sécurité intérieure et défense extérieure tend à s’estomper dans un contexte de menaces hybrides. Pressions migratoires instrumentalisées, cyberattaques, sabotages, manipulation de flux civils ou économiques : ces menaces relèvent d’une conflictualité diffuse qui ne respecte plus les frontières classiques entre guerre et paix, entre dedans et dehors. La réponse doit être globale, coordonnée et intégrée : coopération étroite entre forces armées, services de sécurité intérieure et autorités civiles, sous supervision stratégique du Commissariat au Plan pour planifier les ressources, les effectifs et les priorités industrielles associées.

Modern warfare

Les conflits récents, et en particulier la guerre en Ukraine, ont mis en lumière une transformation profonde du champ de bataille : numérisation des opérations, centralité du cyberespace, prolifération des drones, primauté de la masse, de l’adaptabilité et du coût maîtrisé sur la sophistication isolée. Se préparer à la guerre moderne ne consiste pas à empiler des systèmes d’exception rares et coûteux : c’est bâtir une capacité robuste, résiliente et industrialisable à grande échelle. La France planifie également des scénarios extrêmes et prévoit des redondances critiques pour les systèmes essentiels, afin de garantir la continuité de l’action militaire face à des crises simultanées ou inédites.
The drone is no longer an exceptional tool: it is a consumable of war. Reconnaissance, observation, targeted neutralization, saturation: these functions must be ensured by simple, low-cost systems, produced in large numbers. France develops national sectors for the mass production of low-cost drones, secures supply chains for critical components, and constitutes strategic stocks sufficient to sustain a high-intensity conflict over time. The example of fiber-optic guided drones illustrates the importance of industrial mastery of basic materials: what seems trivial in peacetime becomes decisive in wartime.
Face à la prolifération des drones adverses, la réponse ne peut pas reposer sur des systèmes disproportionnellement coûteux. Détruire un engin rudimentaire avec une munition de très haute valeur affaiblit mécaniquement la capacité de résistance dans un conflit prolongé. La priorité va à la détection précoce des menaces discrètes et multiples, au brouillage efficace déployable à grande échelle, et à l’interception à faible coût : électronique, cybernétique ou physique. L’objectif est de neutraliser la menace à un coût inférieur ou équivalent à celui de l’attaque.
Modern warfare also imposes an immediate adaptation of equipment and employment doctrines. Military vehicles, convoys, and positions must be designed or adapted to face the drone threat: passive protection, jamming, onboard detection, active neutralization when possible. The aim is to prepare forces for a saturated, unstable, and permanent combat environment, where the threat can arise at any moment, at low cost and without warning.
La cyberdéfense est un champ de bataille à part entière. La France dispose d’une cyber-capacité pleinement souveraine, intégrée à la doctrine militaire, capable de défendre, perturber et neutraliser des systèmes adverses, sans dépendre de technologies ou de prestataires soumis à des puissances étrangères. Le Commissariat au Plan coordonne la sécurisation des composants industriels critiques nécessaires à la cyberdéfense et aux drones pour assurer une autonomie complète.

The nation in arms

National defense does not rest solely on equipment or doctrines: it rests on the bond between the army and the nation. Universal military service is inscribed in this logic. It concerns an entire age cohort, women and men, before entry into higher education or active life. For apprenticeship paths, orientation is toward corps or functions that allow the valorization of acquired competences.
Its benefits are multiple and complementary: training in the handling of weapons with a view to possible conscription, acquisition of discipline and esprit de corps, real social mixing and national cohesion, civic maturation through collective experience, development of individual and collective resilience, learning to respect national symbols and legitimate authority, training in first aid and civil protection, practical training in essential civil and administrative procedures, possibility of obtaining a driving license including heavy goods vehicles. For the country, this arrangement allows for faster conscription if necessary, a more cohesive society, and reduced military training time in a serious crisis situation.

The independence of military choices

National defense only makes sense if it serves an independent diplomacy. Military commitments are decided exclusively according to national interest: without automatic alignment, without strategic dependence, without subordination to integrated command structures that would limit freedom of decision. The independence of military choices is the condition of diplomatic credibility: it allows France to speak as an equal with the powers, to refuse conflicts contrary to its interests, and to defend its sovereignty without ambiguity.
A sovereign defense is a defense capable of lasting: not a display posture.
