12 - Link with the transition and the workstreams

The institutions described in this part do not fall from the sky on day one. They are built during the transition: progressively, in order, without power vacuum and without interruption of the vital functions of the State.
At the outset, the institutional order remains that of the Fifth Republic. The authorities in place continue to exercise their competences: the legal, administrative, and social continuity of the State is non-negotiable. During this time, the new institutions are introduced progressively, first as transitional structures, then as centers of competence called to substitute for the existing bodies. Each creation is accompanied by an explicit and transparent transfer of responsibilities. The population is kept permanently informed: who does what, why, within what framework.
The transition is not a neutral period of waiting. It is a moment of simultaneous action on two fronts. Institutions are rebuilt while the first operational workstreams are engaged. The two movements condition each other mutually: solid institutions make the workstreams possible, advanced workstreams legitimize the institutions. The order of priorities is that of sovereign survival: internal security first, then food, energy and critical resources, then defense, strategic industry, and digital.
The king does not arrive at the beginning of this process. He is its culmination. He appears when the new institutions are established, when popular sovereignty has been formally reaffirmed, when the State has recovered a minimal capacity for control over its essential levers. His role is then to stabilize, to guarantee, and to inscribe in duration what has been rebuilt. This is the difference between a providential man who arises in chaos and an institutional function that waits until the conditions for its exercise are met.
The following part is devoted to the workstreams: no longer to what the State must become, but to what it must undertake immediately to once again become master of its destiny.
